Because the guards weren’t reviewing the security camera footage since they were aware that adults on the property were abusing children sexually.

Later on, Torres discovers that the children were being sexually assaulted in the basement of the faculty following a fight between Tommy and Art. Eventually, Art admits that a seemingly benevolent guard named C.O. Theo Collins (played by Dylan Saunders) had been exploiting him, brainwashing him into accepting the system. In response, Torres kills Collins, and a purge of the faculty ensues.

How did the events of The Good Shepherd affect Torres?

In the gritty streets of Chicago, Dante Torres persevered to uphold justice for its residents, so the gruesome sights within the detention center deeply impacted him. Previously, the series has explored his background, showcasing his fluency in Spanish and recounting his early years. Dante recognizes that there’s a lot going on with Tommy and Art, particularly as Art’s crucifix tattoo reminds him of himself and his religious beliefs and difficult past.
