How To Get The Echo Flute

Continue across the ocean until you hit another coastline, then adjust your course southeast.

Moor at the closest harbor and prepare yourself for the journey that lies ahead. Upon entering the tower, proceed northward until you encounter a chamber with four sets of stairs.
