Hot off making the biggest city in any Elder Scrolls game, Tamriel Rebuilt is already eyeing one ‘Twice the size’

The ongoing modifying endeavor for Tamriel Rebuilt, aimed at expanding the remaining parts of Morrowind, is still thriving, more than two decades since its inception. Recently, they unveiled their largest expansion to date, titled Grasping Fortune. This new addition introduces the extensive city of Narsis, which serves as House Hlaalu’s capital and required several years to develop. Notably, Narsis boasts over 600 interiors, making it the largest playable city in every Elder Scrolls game to date.

So, obviously, it’s nearly time to make an even bigger city.

According to TR senior developer Cicero during an interview with PCG, TR’s upcoming expansion will gradually bring segments of the Indoril heartland close to Almalexia, Morrowind’s capital. It seems that Almalexia could also be under consideration for further development very soon. I have a feeling we might see this in the next few years.

Almalexia, being the capital of Morrowind and dwelling place of the goddess who bears its name, dwarfs Narsis in comparison, appearing almost like a bustling metropolis compared to a rural hamlet. In the words of Cicero, “Almalexia is essentially two cities combined, and if we look at the numbers, it’s approximately twice the size of Narsis. While it may not be as densely populated as Narsis for our own mental well-being and optimization, it will certainly cover a larger area and boast more buildings.

Indeed, it’s worth noting that Almalexia, a part of which is included in the base game, will be a focus for the expansion in Morrowind’s Tribunal storyline set in Mournhold. This implies that the development team will need to perform some minor adjustments to seamlessly incorporate this official content into their future expanded version of Almalexia. These modifications raise questions about maintaining Bethesda’s original work and intentions.

Cicero proposes that nothing should be removed, but Mournhold, as currently constructed, is somewhat complex: “Mournhold, in essence, is what we call a false facade… It’s essentially meshes within an interior space surrounded by a skybox.” Translated simply, it’s like a representation of the outside on the inside.

To successfully incorporate it into the mainland, it needs to be carefully placed within Almalexia’s realm, sharing the same worldspace. This could mean relocating certain aspects such as King Helseth’s castle or shifting some NPCs (Non-Player Characters) to different areas of the province, thereby altering Bethesda’s original arrangement slightly.

Among the aspects that impress me about TR is their commitment to expanding Morrowind in much the same way Bethesda might have done it. Consequently, I’m quite intrigued to observe how they handle moving Mournhold into their enlarged Almalexia.
