Season 4 of Panchayat resumes following the events of Season 3, which ended dramatically with Pradhan Ji (Raghubir Yadav) getting shot moments before Abhishek (Jitendra Kumar) was about to depart for his CAT exam. As Abhishek confronted the MLA (Pankaj Jha) and Bhushan (Durgesh Kumar), they both denied any part in the assault on Pradhan Ji. In the end, both factions were taken into custody by the police.

Following his CAT exam, Abhishek finds himself in a bit of a predicament due to a scuffle with Bhushan that led to Bhushan filing a complaint against him. It turns out that Pradhan Ji sustained an injury from a shooting incident. In order to have Bhushan withdraw his case, Abhishek promises to persuade Pradhan Ji to drop a longstanding case against Bhushan. Moved by the significance of the exam for Abhishek, Pradhan Ji agrees. This case, it seems, is Pradhan Ji’s key tool in influencing village elections. Meanwhile, the MLA asks both Bhushan and Abhishek to persuade Pradhan Ji to remove the MLA’s name from this same case. While Pradhan Ji is open to this, Abhishek refuses. To prevent Pradhan Ji from withdrawing the case, which he sees as crucial for maintaining power, Abhishek decides to stand his ground.

During this time, Manju Devi (Neena Gupta) and Kranti Devi (Sunita Rajwar), the wives of Pradhan Ji and Bhushan respectively, participate in the Phulera elections. As the election day draws near, the campaigns become increasingly unsavory. Both sides resort to offering bribes to garner more votes.
