In a departure from original content, creators Craig Mazin and Neil Druckmann, along with director Mark Mylod, produced an episode of The Last of Us in 2025 that was among the most startling and distressing episodes seen on TV. This shocking event led to the demise of Pedro Pascal’s character, Joel Miller. In the opening scene, it was heartrending to see Ellie’s shocked and tearful fear, mirroring Bella Ramsey’s powerful acting from the previous episode. As a spectator, I found myself emotionally invested in her quest to gather a team to pursue Abby for justice. Despite knowing there might be understandable reasons behind her actions, I was still taken aback when Tommy and Maria’s city council rejected her request. The 8-3 vote against wasn’t unexpected.
It’s worth noting that the episode isn’t definitive about who cast the three votes in support of Ellie. While it’s clear that Tommy, played by Gabriel Luna, voted ‘Yes’, the identities of the other two voters are less straightforward. During a Q&A session for Episode 203 (as reported by Variety), both Luna and his co-star Isabela Merced have different interpretations about who was and wasn’t part of the vote.

According to Gabriel Luna, when asked for his opinion, he stated that Tommy and Maria followed Ellie’s wishes in their votes, but he’s unsure who cast the third “Yes” vote. In his perspective, Jesse from Young Mazino didn’t provide the third vote, even though he gave Ellie valuable guidance on presenting her argument effectively. Luna elaborated on this thought by saying:
[Jesse] is what we’re grooming him to be, which is the leader of this town.
The statement is quite intriguing, despite this specific episode containing instances where Tommy seems to perceive Jesse as both an authority figure and a stand-in father. This suggests that the plot is progressing in a predictable direction, and it’s understandable why Luna believes Jesse would consider future implications rather than past experiences when making decisions.
Actress Isabela Merced, who portrays Dina and has a sporadic romantic relationship with Jesse on the show, disagreed with Gabriel Luna’s perspective, stating that it was undeniably unspecified where the third vote would have originated. Later, when Tommy actor Gabriel Luna mentioned that Young Mazino informed him he had voted no, Merced playfully retorted with a logical quip:
Young and Jesse are different.
I find myself pondering if Mazino’s small detail truly impacts the situation in this particular scene. To put it another way, Mazino might have simply written “no” on a slip of paper during the city council meeting, but that note wouldn’t necessarily affect the scripted 8-3 voting outcome.
Regarding this matter, each council member might have penned whatever they chose as their votes, including something like “I’m glad Joel is dead,” although I truly hope that wasn’t the case. However, it’s important to note that such an action is possible.
Frankly, I wouldn’t have expected Maria to support Ellie’s plan without hesitation. Given her understanding of Tommy’s stance, it seems more likely that she would have chosen a safer option during the reconstruction phase, at least based on my perception of the character Maria from the game.
However the situation unfolds, Ellie might find herself with one or two city council members secretly supporting her, ready to lend a hand when it matters most and catches everyone off guard. And though no one else at that table appeared as competent as Tommy or Maria, every ounce of optimism counts.
