He served 30 years in prison following his crimes in 1993’s “The Wrong Trousers,” giving him ample opportunity to plan his revenge.

Ah, as this frosty villain isn’t explicitly mentioned in the text, I’ll assume he’s innocent for now. Maybe his long time spent in cold storage has frozen over Feathers’ wicked tendencies.
