Madoka Kaname

This power requires no exertion on his part and even those who possess immortality granted by the Super Dragon Balls are not immune to its effects.
Zeno, the character, is so dominant that he’s often excluded from power rankings of Dragon Ball characters to maintain a sense of intrigue. Including him would immediately place him at the pinnacle, as there’s no one else in the anime who can match his might. Despite not being a fighter or showing any fighting abilities, Zeno is omnipotent and without equal within the Dragon Ball universe – and across the entire realm of anime.
