Like Norrin Radd, Shalla-Bal is imbued with the Power Cosmic in an alternate reality known as Earth-9997, making them a Silver Surfer counterpart. The comic series “The Fantastic Four: First Steps” is confirmed to be set in an alternate universe, which explains why Shalla-Bal herself holds the Power Cosmic.
