He had been held prisoner by Harrison Ford’s character, Thaddeus Ross, who initially agreed to release him if he helped Ross in his bid for presidency. However, Ross reneged on this agreement due to fear that Sterns might stop producing the pills needed to treat his heart condition. As a result, the highly intelligent scientist manipulated the events of Brave New World, even forcing Ross to transform into Red Hulk by using the very pills he was taking.

Indeed, Sam Wilson had quite a challenge in “Captain America: Brave New World”, and unlike Steve Rogers, he doesn’t benefit from the Super Soldier Serum.
