Kevin Feige, the executive producer, mentioned that they deliberately chose a white actor named Russell for the part of Captain America, to reflect a hypothetical stance by the U.S. government against having a Black character like Wilson in the role.
According to a conversation with The Hollywood Reporter, Russell expressed doubt about the accuracy of the statement, labeling it as “misinformation from Wikipedia.
John Walker was portrayed as a white character in the comics, but this doesn’t guarantee that a white actor will definitely play him. For example, MJ from the Marvel Cinematic Universe is white in the comics but is played by a Black actress, while Doctor Doom is Romani in the comics but will be portrayed as white in at least the next Avengers films.
He’s portrayed as a white character in the comics, transformed into a superhero by the government after the absence of Steve Rogers, played by Chris Evans. Sam Wilson (Anthony Mackie) declined the shield, leaving someone else to wield it instead.

In other words, Sam Wilson decided to retire the shield. This was commended by a white senator, saying ‘That’s a good decision, son.’ However, soon after, a blond, blue-eyed white man suffered as a result of this choice, broadcasted on TV. Whether this was intentional or not in the story’s governmental circle, it definitely sends a message.
While Feige didn’t explicitly state that they intentionally cast a white man as John Walker, he did mention that the series aimed to convey the idea of the government selecting a “blond, blue-eyed white man” as Captain America. Such a portrayal implies deliberate casting in this role.
It’s important to mention that the argument, and even its perceived refutation, might not be as straightforward as Russell portrayed it. Notably, he presented this viewpoint much later after the initial broadcast of the show.
